Service rooted in people.

For more than 20 years, Martina Owens has dedicated her career to public service, helping others with compassion, integrity, and professionalism. Now, as a newly elected member of the Maryland Democratic State Central Committee representing the 46th Legislative District, she is honored to continue that commitment through civic leadership and community engagement.

A proud Baltimore resident, Martina believes lasting change begins by listening, serving, and working together to strengthen communities. She looks forward to serving alongside her fellow committee members on behalf of Baltimore and the State of Maryland.

Born and raised in the Cherry Hill community and now a longtime resident of Brooklyn, Martina has spent her entire life in the 46th Legislative District. Baltimore has been home for all 49 years of her life, and her community involvement includes the Cherry Hill Community Coalition.

Martina's official four-year term begins November 4, 2026.

Represent Maryland's Democratic Party within Baltimore City and bring District 46 perspectives into party business.

Organize

Support voter registration, education, outreach, fundraising, canvassing, and other grassroots activity.

Vote on committee business, serve on committees, and participate in Maryland Democratic Party projects and meetings.

Fulfill

Help fill certain vacancies in elected and party offices as provided by Maryland law and party rules.

Members elected to the Baltimore City Democratic State Central Committee also serve as members of the Maryland Democratic State Central Committee.
